REGULAR MEETING OF THE HOUSING AUTHORITY

           OF THE CITY OF MIDDLETOWN

                          May 8, 2023

The Regular Meeting of the Housing Authority of the City of Middletown was held in the conference room at 40 Broad St., and via Zoom on Monday, May 8, 2023.

Chairman Cacciola called the meeting to order at 5:04 p.m. and called the roll. 

PRESENT: Phil Cacciola, Chairman; Al Santostefano, Vice Chairman; Larry Riley, Commissioner, Senova Stone, Commissioner.

ALSO PRESENT: William Vasiliou, Secretary; John Rumberger, Asst. Executive Director; Jason Lewellyn, Esq.

ABSENT: Evan Noglow, Commissioner; Marie Webster, Finance Manager (excused absences)

PUBLIC SESSION:  Chairman Cacciola moved item 10 on the agenda (Angelo Aresco Scholarship Award) to Public Session.  Chairman Cacciola turned it over to Mr. Vasiliou, where he introduced Francis Agyemang, this year’s scholarship recipient.  Congratulations to Mr. Agyemang.

FOLLOW-UP REPORT:  None

APPROVAL OF MINUTES: On motion by Commissioner Riley, seconded by Chairman Cacciola, it was unanimously voted to approve the minutes of the March 13, 2023 meeting. On motion by Commissioner Riley, seconded by Vice Chairman Santostefano, it was unanimously voted to approve the minutes of the April 10, 2023 meeting.

APPROVAL OF BILLS:  On motion by Commissioner Riley, seconded by Chairman Cacciola, it was unanimously voted to approve the bills as submitted.

ACCOUNTS RECEIVABLE: Secretary Vasiliou reported on the April 2023 A/R which shows an increase of $1,231.67 for CONN 9-2, an increase of $5,577.00 for Conn 9-3, an increase of $4,348.64 for Conn 9-4, a decrease of $1,948.52 for CONN-5, an increase of $6,320.85 for State Family, and an increase of $316.60 for E-101.

LEGAL ACTION:  Atty. Lewellyn reported on the Legal Report of 4/28/23. There were 2 new Summary Process cases opened, and 3 stipulated agreements were entered. There were 5 small claims cases initiated with the court.

FINANCIAL: Mr. Vasiliou reported that the Finance Department continues to make progress with the on-boarding of Ms. Webster.  He and Ms. Webster met with the auditor to discuss this year’s audit in August and how the Moving To Work financial system will be set up.

SECTION 8:  Mr. Vasiliou reported that there are 811 units in place and the average HAP payment is $843.80. The department is in the process of adding 60 project- based vouchers to the program.

PERSONNEL: None

MAINTENANCE:  139 work orders were completed in April.

MODERNIZATION:  Monarca Place HVAC/Generator: Switchgear equipment arrival is now July.  Generator delivery TBD.

Modernization Con’t:

 Marino Manor Expansion:  Brick nearing completion; insulation installed, and sheetrock delivered.  Site drainage is nearing completion. Sbona Tower Façade/Masonry RFQ: Survey results being compiled for review. Maplewood Terrace Paving: Paving completer.Looks great and new speed humps installed.  Main Street Mixed Use Project:  A/E RFQ services still under review.  Phase 2 draft report from Cummins Envirotech Inc received and under review.  Grass Cutting Bids: C&C Landscape and Cent Conn Maintenance contracts executed for selected sites.

SPECIAL REPORTS:  None

NEW BUSINESS:  Mr Vasiliou continues to serve on the Downtown Committee

OTHER BUSINESS:  None

There being no further business to come before the Commission, on motion by Commissioner Riley, seconded by Commissioner Stone; it was unanimously voted to adjourn the meeting at

5:32 pm.
