REGULAR MEETING OF THE HOUSING AUTHORITY

OF THE CITY OF MIDDLETOWN

March 14, 2011

The Monthly Meeting of the Housing Authority of the City of Middletown was held at the Senior Center Meeting Room, 150 William Street, Middletown, Connecticut on Monday, March 14, 2011.

Chairman Massellis called the meeting to order at 5:00 p.m. and called the roll.

PRESENT: Mark Masselli, Chairman; Lee Osborne, Vice Chairman; Sebastian J. Santacroce, Commissioner; Evan Noglow, Commissioner; Lois Carreiro, Commissioner.

ALSO PRESENT:  William Vasiliou, Secretary; Don Mondani, Financial Manager; John Rumberger, Facilities Manager; John Boccalatte, Esq.

ABSENT: None

PUBLIC SESSION: None

FOLLOW-UP REPORT: None

APPROVAL OF MINUTES: On motion by Commissioner Carreiro, seconded by Vice Chairman Osborne; it was unanimously voted to approve the minutes of the February 14, 2011 meeting as submitted. Vice Chairman Osborne abstained from the vote.

APPROVAL OF BILLS: On motion by Commissioner Santacroce, seconded by Commissioner Carreiro; it was unanimously voted to approve the bills as submitted.

ACCOUNTS RECEIVABLE: Secretary Vasiliou reported on 2/25/11 A/R  which shows increases of $825.80 for Conn 9-2, $3,514.05 for Conn 9-4 and $869.23 for MR were noted. Net decreases of $539.38 for Conn 9-3, $180.00 for Conn 9-5 and $15.00 for E101 were also noted.

LEGAL ACTION: Attorney Boccalatte stated his 2/25/2011 report shows 3 summary process actions were started and $646.32 was collected on vacated accounts.

FINANCIAL: Mr. Mondani submitted the Consolidated Operating Budget for fiscal year April1, 2011 through March 31, 2012.

On motion by Commissioner Snatacroce, seconded by Vice Chairman Osborne; it was unanimously voted to adopt Resolution 2011-6 and waive reading of same.

WHEREAS, the Housing Authority of the City of Middletown has unsuccessfully tried to collect the following Moderate Rental (MR11, MR-11A & MR 47) vacated accounts and; WHEREAS, the Housing Authority has deemed these accounts to be uncollectible; NOW, THEREFORE, BE IT RESOLVED by the Commission of the Housing Authority of the City of Middletown that the following vacated accounts totaling $4,273.47 be written off:

On motion by Commissioner Santacroce, seconded by Commissioner Carreiro; it was unanimously voted to adopt Resolution 2011-7 and waive reading of same.

WHEREAS, the Housing Authority of the City of Middletown has unsuccessfully tried to collect the following Marino Manor E-10 vacated accounts and; WHEREAS, the Housing Authority has deemed these accounts to be uncollectible; NOW, THEREFORE, BE IT RESOLVED by the Commission of the Housing Authority of the City of Middletown that the following vacated accounts totaling $17.97 be written off:

SECTION 8: 713 Section 8 units were under lease as of 3/1/2011. A voucher briefing was held on February 8, 2011. Sixty vouchers were issued to applicants with an expiration date of April 9, 2011.  

PERSONNEL: None

MAINTENANCE: 190 work orders were completed in January. Vacancy prep continues at MR.

MODERNIZATION: Sbona Tower: Elevator Modernization is complete. Final payment has been approved. MT: Boiler Upgrade project is complete. MHA is reviewing final closeout documents. Gilley Design was the low bidder for A/E fees. TS: P. Bailey performed a site visit. Bid packets should be ready early April for window upgrade project. MR: MHA talking with Weatherization Program for unit upgrades (furnaces, insultation, etc.) Spear Park: Prak lights and fountain pump is on. Monument lighting will be done in the spring.

OLD BUSINESS: Mr. Vasiliou reminded commissioners of the Annual Meeting to be held on Wednesday, April 6, 2011 at 6: 30 p.m. at the First and Last Tavern, Main Street, Middletown.

NEW BUSINESS: Mr. Vasiliou updated commissioners on legislative actions currently being considered in the State.

Chairman Masselli announced his retirement from the Board of Commissioners effective March 31, 2011. The Board commended him for his twenty (20) years of continuous service to the housing authority and wished him well in his future endeavors.

There being no further business to come before the Commission, on motion by Commissioner Santacroce, seconded by Carreiro; it was unanimously voted to adjourn the Regular meeting at 5:38 p.m.
