What Is Moving-to-Work (MTW)?
The Middletown Housing Authority (MHA) is part of a special HUD program called Moving-to-Work (MTW). This program gives housing authorities more flexibility to try out new ideas that help families find and keep affordable housing.
Why It Matters
MTW lets MHA:
- Combine different funding sources to better serve residents.
- Test new ways to set rent and inspect homes.
- Offer incentives to landlords and create more housing options.
These changes are designed to make the system work better for everyone—especially families looking for safe, stable homes.
What Stays the Same
Even with more flexibility, MHA still follows important federal rules:
- Fair housing and civil rights protections
- Health and safety standards for housing
- Rules for environmental impact and public spending
- Due process and accommodations for people with disabilities
How It Works
Each year, MHA creates a public MTW Plan that explains:
- What changes are being proposed
- Why they’re helpful
- Who will be affected
- What protections are in place for residents
This plan is shared with the community, including a public hearing and input from the Resident Advisory Board.
MHA also tracks the results of each MTW activity. If something isn’t working—or causes problems for residents—it gets changed or stopped.
