Public Housing

Public housing provides affordable homes for eligible residents in our community. Middletown Housing Authority (MHA) offers both federally funded and state-supported housing programs. Click below to learn more about each.

Federal Public Housing (HUD-Funded)

Overview:
Federal public housing is funded and regulated by the U.S. Department of Housing and Urban Development (HUD). It offers affordable rental units to low-income families, seniors, and individuals with disabilities.
Eligibility:
  • Based on household income
  • U.S. citizenship or eligible immigration status
  • Rental history and background checks
Application Process:
  • The waitlist is currently closed.
  • When open, applications are accepted in person or by mail.

Required Documents:
  • Birth certificates
  • Social Security cards
  • Tax returns and pay stubs
  • Immigration documents (if applicable)
Rent & Lease:
  • Rent is typically 30% of your monthly income.
  • If accepted, you'll sign a lease and may need a security deposit.
Duration of Stay:
  • You can stay as long as you meet lease and program requirements.
  • Annual recertification is required.

State Public Housing

Overview:
Connecticut’s state housing programs offer affordable rental options for working families, seniors, and people with disabilities. These programs are managed by the Middletown Housing Authority (MHA) and regulated by the state.
Programs Available:
  • Moderate Rental Housing (MRH): For working families with incomes slightly above federal limits.
  • Elderly Rental Housing (ERH): For older adults and younger residents with disabilities. These units are designed with accessibility and community in mind.
What Makes State Housing Different?
  • No ongoing subsidy: Unlike federal housing, state units are not deeply subsidized.
  • Affordable rents: Rent is set to be affordable but may be higher than federal public housing.
  • Local management: MHA keeps costs low through careful budgeting and maintenance.

  • MHA maintains waiting lists and verifies eligibility.
  • When your name reaches the top of the list, you’ll be contacted for next steps.
What to Expect as a Resident:
  • You’ll sign a lease and pay rent monthly.
  • Buildings are kept safe and well-maintained.
  • You must follow house rules and lease terms.
  • If issues arise (like unpaid rent), MHA may take legal steps to enforce the lease.
