REGULAR MEETING OF THE HOUSING AUTHORITY
OF THE CITY OF MIDDLETOWN
November 8, 2021
The Regular Meeting of the Housing Authority of the City of Middletown was held in the conference room at 40 Broad St., and via Zoom on Monday, November 8, 2021.
Chairman Noglow called the meeting to order at 5:08 p.m. and called the roll.
PRESENT: Evan Noglow, Chairman; Sebastian Santacroce, Vice-Chairman; Larry Riley, Commissioner.; Phil Cacciola, Commissioner
ALSO PRESENT: William Vasiliou, Secretary; John Rumberger, Asst. Executive Director; Christine Juraska, Finance Manager; Jason Lewellyn, Esq.; Andrew Daniels.
ABSENT: Senova Stone, Commissioner
PUBLIC SESSION: None
FOLLOW-UP REPORT: None
APPROVAL OF MINUTES: On motion by Commissioner Cacciola, seconded by Vice Chairman Santacroce, it was unanimously voted to approve the minutes of the October 22, 2021 meeting.
APPROVAL OF BILLS: On motion by Vice Chairman Santacroce, seconded by Commissioner Riley, it was unanimously voted to approve the bills as submitted.
ACCOUNTS RECEIVABLE: Secretary Vasiliou reported on October 2021 A/R which shows an increase of $2,463.18 for CONN 9-2, an increase of $5,477.90 for Conn 9-3, an increase of $3,453.14 for Conn 9-4, an increase of $1186.06 for CONN-5, a decrease of $847.16 for State Family, and a decrease of $77.45 for E-101.
LEGAL ACTION: Atty. Lewellyn reported on the Legal Report of 10/29/21. There was one execution and a trial is schedule for serious nuisance.
FINANCIAL: None
SECTION 8: Mr. Vasiliou reported that there are 820 units in place. The increase is due to PBV applications that have been processed. A Section 8 video has been made to streamline the briefing process.
PERSONNEL: None.
MAINTENANCE: 172 work orders were completed in July.
MODERNIZATION: Sbona Elevator: Job close out in process. Maplewood Window /Door Replacement: Door replacement underway in units 40-50. Traverse Door Replacement: Door mock up corrections being addressed. Sbona Tower Lobby Renovation: Punchlist items and final closeout docs under review.
Monarca Place HVAC/Generator: Based on budget, will look at Phase 1 Generator/Boiler and Phase 2 HVAC apartment upgrades. Awaiting Eversource incentive information. Marino Manor Expansion: Design team submitting revisions for Dec. 8 PZ meeting. Moderate Rental: all 3 neighborhoods have been powerwahed.

OTHER BUSINESS: St. Luke’s monthly meeting begin tomorrow.
There being no further business to come before the Commission, on motion by Commissioner Cacciola, seconded by Vice-Chairman Santacroce; it was unanimously voted to adjourn the meeting at 5:33pm.
