REGULAR MEETING OF THE HOUSING AUTHORITY OF THE CITY OF MIDDLETOWN

                                                         November 14, 2022

The Regular Meeting of the Housing Authority of the City of Middletown was held in the conference room at 40 Broad St., and via Zoom on Monday, November 14, 2022.

Chairman Noglow called the meeting to order at 5:04 p.m. and called the roll.

PRESENT: Evan Noglow, Chairman; Phil Cacciola, Commissioner; Larry Riley, Commissioner; Senova Stone, Commissioner

ALSO PRESENT: William Vasiliou, Secretary; John Rumberger, Asst. Executive Director; Christine Juraska, Finance Director, Jason Lewellyn, Esq.; Linda Guarino, Section 8 Manager

ABSENT:  Al Santostefano, Commissioner (excused absence)

PUBLIC SESSION:  None

FOLLOW-UP REPORT:  None

APPROVAL OF MINUTES:  On motion by Commissioner Cacciola, seconded by Commissioner Riley, it was unanimously voted to approve the minutes of the October 11, 2022 meeting.

APPROVAL OF BILLS:  On motion by Commissioner Riley, seconded by Commissioner Cacciola, it was unanimously voted to approve the bills as submitted.

ACCOUNTS RECEIVABLE: Secretary Vasiliou reported on the August 2022 A/R which shows an increase of $377.59for CONN 9-2, an increase of $229.09 for Conn 9-3, a decrease of $3,858.41 for Conn 9-4, a decrease of $1033.26 for CONN-5, an increase of $8,915.14 for State Family, and a decrease of $964.00 for E-101.  

LEGAL ACTION:  Atty. Lewellyn reported on the Legal Report of 10/311/2022. In October, 5 Summary Process eviction cases were filed with the court.  There were 2 judgements with stipulations.

FINANCIAL:  Ms. Juraska reported that she is working on the budget to be presented in January.  The audit should be completed by mid-December.

SECTION 8:  Ms. Guarino reported that there are 820 units in place, and the average HAP payment is $805.55.  The department has received landlord applications for project basing.

PERSONNEL: None

MAINTENANCE:  174 work orders were completed in October.

MODERNIZATION:   Maplewood Window /Door Replacement: awaiting close-out docs, and final punch list complete. Monarca Place HVAC/Generator: new boiler and hot water systems are up and running. 

Marino Manor Expansion: Foundations on both building are underway. Sbona Tower Exterior Façade/Masonry RFQ: Christopher Williams Architects is the selected firm. Sbona Tower HVAC/Switchgear/ Maplewood and Traverse Square domestic water/HVAC piping and controls upgrade RFQ: JR looking into Dept. Energy/Eversource incentives for Sbona Tower.

 Maplewood Terrace Paving: Design/Bid documents under review.

 Main Street A/E RFQ: responses due December 2@2:00 pm.

SPECIAL REPORTS:  None

OLD BUSINESS:  None

NEW BUSINESS:  Mr. Vasiliou reported that he is working on the Agency Annual Plan.

OTHER BUSINESS: None

There being no further business to come before the Commission, on motion by Commissioner Cacciola, seconded by Commissioner Riley; it was unanimously voted to adjourn the meeting 5:16 pm.
