REGULAR MEETING OF THE HOUSING AUTHORITY

  OF THE CITY OF MIDDLETOWN

          November 13, 2023

The Regular Meeting of the Housing Authority of the City of Middletown was held in the conference room at 40 Broad St., and via PHONE on Monday, November 13, 2023.

Chairman Cacciola called the meeting to order at 5:00 p.m. and called the roll. 

PRESENT: Phil Cacciola, Chairman; Al Santostefano, Vice Chairman; Larry Riley, Commissioner

ALSO PRESENT: William Vasiliou, Secretary; Jason Lewellyn, Esq.

Mr. Vasiliou informed the Board of the new Commissioner, Brian Gartner, who will replace Evan Noglow.

ABSENT: Brian Gartner; Senova Stone, Commissioner (excused absences)

PUBLIC SESSION: None

FOLLOW-UP REPORT:  None

APPROVAL OF MINUTES: Due to abstentions, the minutes of the Special Meeting held on September 27, 2023, were tabled to the December meeting. On Motion by Vice Chairman Santostefano, seconded by Commissioner Riley, it was voted to approve the minutes of the October 10, 2023, Regular Meeting and the October 16, 2023 Special Meeting.

APPROVAL OF BILLS:  On motion by Vice Chairman Santostefano, seconded by Commissioner Riley, it was unanimously voted to approve the bills as submitted.

DIRECTOR’S/SECRETARY REPORT: Secretary Vasiliou reported on the September A/R which shows a decrease of $1114.22 for CONN 9-2, an increase of $444.69 for Conn 9-3, a decrease of $4464.19 for Conn 9-4, an increase of $20.00 for CONN-5, a decrease of $1418.76 for State Family, and a decrease of $396.00 for E-101. Section 8 has 803 units in place and the average per unit cost is $972.20. Personnel – Mr. Vasiliou recognized John Rumberger for his 17 years of service at MHA and wished him well in his new position as Executive Director in another housing authority.  Mr. Vasiliou also recognized former Commissioner Evan Noglow and thanked him for serving 21+ years on the MHA Board. We have been advertising the Facilities Manager position and a few interviews have been conducted.

LEGAL ACTION:  Atty. Lewellyn reported on the Legal Report of 10/31/23. There were 5 cases that went to judgement with stipulation. Two cases were resolved without court action.   

MAINTENANCE:  153 work orders were completed in October.

MODERNIZATION:  Monarca Place HVAC/Generator:  installation of generator is nearly complete.  Marino Manor Expansion:  permanent power has been restored and will move forward with the project as soon as moisture levels are acceptable. Sbona Tower:  Awaiting drawing/specs Anticipated bid date will be in 3-4 months.  Main Street Mixed Use Project:  the P/Z application for the subdivision was rejected. 119 Daddario Rd.: Blu Sky began work week of 11/6.

There being no further business to come before the Commission, on motion by Vice Chairman Santostefano, seconded by Chairman Riley; it was unanimously voted to adjourn the meeting at

5:30 pm.
