                                              REGULAR MEETING OF THE HOUSING AUTHORITY

                                                             OF THE CITY OF MIDDLETOWN

                                                                       October 11, 2022

The Regular Meeting of the Housing Authority of the City of Middletown was held in the conference

room at 40 Broad St., and via Zoom on Tuesday, October 11, 2022.

Chairman Noglow called the meeting to order at 5:05 p.m. and called out the roll.

PRESENT: Evan Noglow, Chairman; Phill Cacciola; Commissioner; Larry Riley, Commissioner; Al

Santostefano; Commissioner.

ALSO PRESENT: William Vasiliou, Secretary, John Rumberger, Asst. Executive Director; Christine Juraska, Finance Director; Jason Lewellyn, Esq (late); Linda Guarino, Section 8 Manager.

ABSENT; Senova Stone, Commissioner

PUBLIC SESSION: None

FOLLOW-UP REPORT: None

APPROVAL OF MINUTES: On motion by Commissioner Cacciola, seconded by Commissioner Riley, it was unanimously voted to approve the minutes of the September 12, 2022 meeting.

APPROVAL OF BILLS: On motion by Commissioner Cacciola, seconded by Commissioner Riley, it was

Unanimously voted to approve the bills as submitted.

ACCOUNTS RECEIVABLE: Secretary Vasiliou reported on the September 2022 A/R which shows a decrease of $ 201.78 for Conn 9-2, a decrease of $ 7794.06 at Conn 9-3, a decrease if $ 9235.93 at Conn 9-4, a1 decrease of $ 273.00 at Conn 9-5, an increase of $ 5360.95 for State Family, and an increase of $ $1572.00 for State Elderly.

LEGAL ACTION: Secretary Vasiliou reported 7 summary Process eviction cases were filed with the court and no collections.

FIINANCIAL: Ms. Juraska reported that the annual audit will be underway next week.

SECTION 8: Ms. Guarino reported that there were 818 units in place with an average HAP of $ 800.89.

A request for proposals for up to 50 project-based units has been advertised.

PERSONNEL: None

MAINTENACE: 209 Work orders were completed.                                                                                                                  

MODERNIAZTION: Monarca Place HVAC/Generator installation is proceeding on time with gas line completed, new boiler installation in process, and generator on back order.

MARINO MANOR EXPANSION: a ground breaking ceremony was held with the Mayor Florsheim and State Representative Williams in attendance with both offering brief remarks. Site work has begun and regular job meetings scheduled.

SPECIAL REPORTS: None

OLD BUSINESS: None

NEW BUSINESS: Secretary Vasiliou updated the Board on recent discussions with the Columbus House regarding the Homeless Shelter and Shepard Home.

OTHER BUSINESS: None

There being no further business to come before the Commission, on a motion by Commissioner Cacciola, seconded by Commissioner Riley; it was voted to adjourn the meeting at 5:44.
