REGULAR MEETING OF THE HOUSING AUTHORITY

                                                      OF THE CITY OF MIDDLETOWN

                                                                October 10, 2023

The Regular Meeting of the Housing Authority of the City of Middletown was held in the conference room at 40 Broad St., and via Zoom on Monday, October 10, 2023.

Chairman Cacciola called the meeting to order at 5:00 p.m. and called the roll. 

PRESENT: Phil Cacciola, Chairman; Al Santostefano, Vice Chairman; Larry Riley, Commissioner

ALSO PRESENT: William Vasiliou, Secretary; John Rumberger, Asst. Executive Director; Jason Lewellyn, Esq.

ABSENT: Evan Noglow, Commissioner; Senova Stone, Commissioner (excused absences)

PUBLIC SESSION:  Current staff of MHA joined in public session to discuss the work environment at the Housing Authority and to lodge complaints.

FOLLOW-UP REPORT:  None

APPROVAL OF MINUTES: Due to abstentions, the minutes of the Special Meeting held on September 27, 2023, were tabled to the November meeting.

APPROVAL OF BILLS:  On motion by Vice Chairman Santostefano, seconded by Commissioner Riley, it was unanimously voted to approve the bills as submitted.

DIRECOTR’S/SECRETARY REPORT: Secretary Vasiliou reported on the September A/R which shows a decrease of $550.92 for CONN 9-2, an increase of $460.56 for Conn 9-3, an increase of $1,022.93 for Conn 9-4, a decrease of $1,728.00 for CONN-5, an increase of $6,744.83 for State Family, and a decrease of $532.08 for E-101. No report for Personnel or Finance.  Section 8 has 802 units in place.

LEGAL ACTION:  Atty. Lewellyn reported on the Legal Report of 9/30/23. There were 5 new Summary Process cases opened, and 1 stipulated agreement was entered.   

MAINTENANCE:  182 work orders were completed in September.

MODERNIZATION:  Monarca Place HVAC/Generator: Electricians onsite making connections to generator.  1-day whole complex shutdown end of October. Marino Manor Expansion: Concrete sidewalks installed; landscaping next.  Still awaiting permanent power. Sbona Tower:  reviewing findings with Architect and consultant for suggested repair approach. Anticipated bid date late December/early Jan.  JR/HH to review initial drawings and specs. Main Street Mixed Use Project:  Awaiting word on remediation plan.  CBDG Grant: Awaiting confirmation of award for Long Lane sidewalks for $85k, may increase to 90K. 119 Daddario Rd.: Reviewing estimates, contact payment language and insurance provider approval.

SPECIAL REPORTS:  None

NEW BUSINESS:  None

OTHER BUSINESS:  The board will meet with the labor lawyer that was retained.

There being no further business to come before the Commission, on motion by Vice Chairman Santostefano, seconded by Chairman Riley; it was unanimously voted to adjourn the meeting at

5:47 pm.
